The NOR1 upgrade requests aren't guaranteed as anything but requests with a stated willingness to pay for a certain type of upgrade. With regard to most of the nor1 upgrade requests which I have attempted to get, I ended up getting nothing by way of getting in on the upsale offer -- but that is mostly with properties in Europe that are Hilton hotels.
