Thanks for the document. Unfortunately, as others have said here, I don't think there's anything in the document that marginally supports your point. In fact, I can't find "30 days" anywhere. In addition, I don't think the U. S. has jurisdiction over, say, a separate TKT bought overseas that does not involve any U. S. destination.
