I have more love for Somali Pirates than the TSA but there is an argument that if you pay well for staff you can be more disconcerting about who you hire. Paying for professionalism is used in many industries.
Now in reality it should be private security firms with mandates from DHS to provide security theater at the airport with pay for professionalism rates. But that won't happy anytime soon because of the Fear-Industrial Complex.

No, they don't. If TSA is on Federal minimum wage, it is far more then their demonstrated skill level requires. For the job they do and the need for such a job, TSOs have no right for more then minimum wage.
