I don't have any problem with that approach at all, it is when they try to insist that my one bag is 'too small' to go in the overhead space that I will resist.

On domestic flights I will almost always fly with just one bag and enjoy the space for my feet under the seat, that one bag is going in the overhead space even if it may be small enough to go under the seat.

It is small enough to go in virtually all overheads standing up, so occupies about 8" of space which I think is a very reasonable share of the available space to insist on.
