So the correct answer would be NO, given what you see when you try to book the room:

So for those that speak logic, it should read (Flexible rate + breakfast 1,100 MAD) or 3,000 starpoints. Why it costs 100 MAD for to get a non-refundable rate is beyond me.

Speculation over.
