I think this is good.

I always put one up and one down. Once we are all done and ready to leave and there's still room for my smaller 2nd bag, then I'll add it to the overhead.

I agree that everyone should follow the rules to start. Even if the argument can be made that some people's 2 is the same or smaller than others' 1. It just gets too grey to deal with that distinction during the hectic boarding process.

I just accept the rule and, when there's room and time without disrupting others, put the 2nd bag up overhead.
