If you see the padlock under the rate, it means prepayment so you cannot use the voucher. Vice versa, if you book under flexible rate (no padlock icon there
), you can use the voucher.
However, for the extra bed charge that you said, it would be considered as additional charges at the hotel so you could pay the extra bed (only) using the voucher regardless your booking were prepaid or flexible.
