It isn't like he is a fraudster working for a bank or a known paedophile working as a screener. What's next? Should we refuse to employ to anyone who has ever been charged with a criminal offence?
If this job (AFSD) requires a real security clearance (which it does), he is required to disclose any arrests other than traffic infractions, on the SF-86 form. It doesn't matter how the arrest was adjudicated. If he didn't disclose the arrest, he falsified his form, which is also a crime. An arrest doesn't automatically disqualify someone. That's why clearances are adjudicated.
