It depends on the check-in agent. They may allow 2-3 kg more in HKG, but there is no guarantee. They will not allow an extra bag. If you are way in excess of the allowance, I would suggest you go with ANA (or a *A airline).
I agree it really depends on the agent. I've been asked to pay for overweight baggage in hkg but in icn I wasn't asked to pay. It can get a bit pricey but compared to some of the LCC's at least CX allows something for free.
