I would want to first know the property and brand within Starwood. AFAIK breakfast is free for every guest in the element brand. In some countries, all hotel rates traditionally include breakfast, although sometimes there's an exception for places that would be considered expensive or that cater to foreigners. Some upper end properties without lounges offer a complimentary coffee and snack (really light continental) service in the lobby or by the elevators on frequent guest floors, but this wouldn't be listed as breakfast in the room description.
