I have a feeling that even if I get luck at HKG, by the time when I return to HKG from CTS, I don't think the Japanese CX agent (probably JAL agent) at CTS will allow me to check in my ski equipment without costing me extra even with my Emerald status. Japanese trends to do things "according to the book only" without any flexibility.

It depends on the check-in agent. They may allow 2-3 kg more in HKG, but there is no guarantee. They will not allow an extra bag. If you are way in excess of the allowance, I would suggest you go with ANA (or a *A airline).
