It can be "seen" by anyone (in expert mode), it's just bookable only by Plat and up.

As far as the ON vs. O, this has happen to me a lot. Seems either the agent or web site wants to pull from ON instead of O simply because I'm a 1K. I never thought much about it until a few weeks ago with someone stating this fact and that we basicly screw over another 1K/Plat taking that bucket away. But, not sure if it really matters bacause another 1K should pull from the O bucket just as easily as a GM.
But, the O bucket is available to a GM, and could be booked by one before the next Plat or above comes along to try to book a ticket.
