Giving complimentary domestic upgrades by elite status and then fare class I would agree on, even though it would not benefit me. If there are two EXPs and one paid $129 to fly JFK/LAX and the other paid $800 I've never understood why the $129 EXP gets the upgrade.
Since upgrade priority within status group goes to those on Y/B fares, you seem to be proposing a change to the way it is today.
