So the question is, how to use the 3 hours wisely? Do I either go on all the rides again and again in between going to all the shows?

Or should I go 1 hr before the tour time to check out the park first beforehand?

Yeah, I've seen people in wheelchairs before and get that special treatment. But honestly, if they are truly handicapped (which I assume they are), it's great they're able to enjoy a day as I'm sure they have enough problems in their daily lives.
