How is this not a US issue? Is there some TSA or France's TSA rule that prohibits carrying this much liquor? If not it is a US issue. Doesn't matter i it is US employees or thier "agents" If the policy was not announced, they should make him whole. Including having the liquor repurchased and delivered to wheeeever he wants.
