Ignore a fair amount of the advice given in the quote you posted.

1) You'll exit from customs on the 2nd floor, the metered taxis are on the 1st floor.

2) Do not exchange money are the airport, it's a good 3% less than what you'll get in town.

3) The fare to bangkok should not be more than 250THB + 50 airport fee + 70 Tolls.

4) If you're comfortbale with it you don't need to take the tollway at midnight... your choice.

5) I'm sure I forgot a few things ....
