It's weird, in my local non-airport renting (which is almost all of them, although I did pick up at least one at PIT this year) I wouldn't mind being able to use the combo Thrifty/Dollar outlet near me sometimes, but it's always been MORE expensive than what I've paid at the Hertz which is a little farther from home. It could be that I just didn't know what good Thrifty/Dollar promos to look for whereas I have consistent discounts with Hertz.

I have rented from a local Avis a few times in the last couple years, and during the last couple rentals (one late last year, one a couple months ago) they have been co-branded with Budget. The cars are all the same fleet of course, and the Budget rate is always less. I do wonder what, exactly, I would get with them now by renting under the Avis brand. Seems like the only real difference at this kind of small local office would be which rental credit you want.

I used to rent with Dollar (very occasionally, but several rentals over those years) years ago and they were generally fine though. Never had a problem.
