This never happened for me with CX or really anyone else I fly with. Guess you simply had a really crummy agent. Everytime I asked for fragile tag they simply said "ok" and put it on, no questions asked.
I have had 2 out of my 10 times that when I asked for fragile label (luggage contain bottles of wine), the agent ask me to sign the disclaim at the back of the tag.
