1) They don't mean much - your stuff is just as likely or unlikely to get tossed around

2) If you ask for one, they will make you explain whats in the bag and ask you to sign a waiver where you incorrectly state that you have packaged your stuff inadequately and you absolve the airline from any responsibility....
