Yes. I agreed with you. I actually was pre-approved and went through a different links for the application. I do not think there is a field there you could enter your HH number.
However, if you go through the normal Hilton Reserve CC application link, there is a field you could enter Hilton number.

I had a pre-approve offer through the mail...weird I don't remember seeing the spot for the HH number nor the authorized user when I started from the website I typed in.
