One thing I did: on the card that I wanted to close, I didn't use it for several weeks in advance of my call. They looked at that and that is probably way they didn't leave any of the CL behind.
1) If you have not maxed out your total CL with Chase, the front line agent can do it without issue.
If you have maxed out, i.e. each new card you need to call recon to move line, then the system does not seem to let the front line agent handles it, but a credit specialist can.
The above are based on dealing with Chase in past several years.
2) Not only purchase, but a PAYMENT, in past 30 days would still prevent you to move 100% of CL to other card. That is what the credit specialist told me. So if you want the "last dollar" to be retained, you should wait one billing cycle to let the card have 0 activity at all, including payment and refund, then close it.
