Depending on time of day the level of paid F will be quite high as business travelers will be connecting in ATL to international flights and flying F domestically. My guess would be that later flights in both directions would be better odds for upgrades though the earliest flight to SFO might be better odds too.
It's also super easy to get cheap F when you hidden city.
Not posting city pairs however to protect the fares.
