CAN is busier than PVG, and SHA/SZX aren't that far behind. Hence, I find your distinction between primary and secondary to be a bit arbitrary.
I think what Cathay boy saying is I'm terms of international flight, which is the only thing we care when travelling on cx. Sha international only have a handful of international departure and for can its not really someone flying with cx / ka normally flies to.
