You cannot serve booze while on the ground because Canadian alcohol duty and tax has not been paid on the catered from US bottles and you cannot just simply reload with Canadian content which would not be legal to be served in US.
This is not true (at least in Winnipeg). We always are offered a pre-flight drink on the flights with a E175.
