Las Vegas does not restrict drinking in public--but for the NYE period, (generally beginning 24 hours in advance) BOTTLES are prohibited (plastic is OK). So there will be lots of (very) inebriated people all over the strip (and DOWNTOWN as well). Plan your outdoor adventures accordingly.
