the consumer has little to no leverage. By the time you find out about the resort fee, your only options are to argue with the front desk manager to get it removed or contest the fee via your credit card company.
I'm guessing the avenue of contesting resort fees as fraudulent credit card charges has been played out. I honestly don't know what happens when you go that route.
