ePub and OverDrive were the names I couldn't remember earlier. OverDrive saves my library card number, so when I get a notice my book is available it's 2 clicks until it is downloaded in ePub.

I just reserve the book and I get an email when the title is available for download. It usually takes less than 3 weeks. Sometimes the title is not available electronically at all or your library doesn't own the electronic license. If it's something I really want, then I buy it in Kindle format from Amazon.
Some libraries have inter library loan options for more rare books, even in electronic format. However that generally has to be initiated by a librarian.
