Especially for reading text, you'll want a real computer monitor. The cheapest large monitors are from Dell/HP/Viewsonic, and you can get really great deals on them if you shop around. They'll be around 27" or so, but they're of much higher resolution—much better than any TV.

It won't be as big as a 32" TV, but it'll certainly look much better (and less eyestrain).
Again, since he's only able to provide an analog VGA signal to either monitor or HDTV, it's mox nix IMO. Making the cheaper HDTV option the better value.
