Wouldn't that be like offering discounted rate programs for paying off fines associated with trespassing, simple assault, etc.?
I agree it is unlikely for a speeding ticket, but she could have paid it off for $100, and now (with penalties) is 10x--they were willing to give her a (small) discount, with the help of a lawyer (or ombudsman--if there is one), maybe she could it reduced even further. [In NYS, speeding tickets are "infractions" (if < some amt--which I don't recall)--but not answering one (by mail, appearing in court etc.) may be more serious than the infraction itself.]
