I hear about things like that for parking tickets and library books from time to time, but speeding tickets are usually misdemeanors (which makes them minor criminal offenses), aren't they? I've never heard of places that offer bulk amnesty/discounts for that sort of thing.

Wouldn't that be like offering discounted rate programs for paying off fines associated with trespassing, simple assault, etc.?
