She is taking a huge risk. Many states have their systems linked and it is highly likely that if she gets stopped for even the most basic infraction she will be locked up for the bench warrant. As a likely flight risk she could get a huge bail amount of a nice long stay behind bars. Just pay it and move on. $700 isn't much for blowing off a traffic ticket.
