When you use Delta miles, you follow Delta rules. So, one-ways price as round-trips. Also, hefty fuel surcharges, often exceeding the cost of a revenue ticket.
I would recommend using some *A miles - great coverage in europe and very good availability

I believe some Amex card members get the phone fee waived - check that option out
