I agree, but it seems to be standard NZ waiting times now. Whatever month you qualify (assuming Dec 12 in this case), the effective date is the start of the second month after (so 1 Feb 13). Plainly ridiculous, although your effective period is still one full year (which may or may not help depending on travel plans).
