Actually you conveniently skipped by the decision screen where most users make their choice that shows the nightly rate per room. That uses big bold font for the rate and much smaller font for the resort charge and the button on that screen is labeled "reserve" so it is where SPG clearly thinks the decision is being made. Also the FTC letter seems not to say that the user is responsible for adding together numbers to find out what he is being charged but rather that the total mandatory price should be displayed. I am not saying that the charges are illegal if properly shown - merely that the FTC letter seems pretty clear about how to display charges and the SPG site doesn't seem to do that right now.
