If it's showing 320 and that doesn't include mandatory fees, then I too think it's somewhat deceptive. Even if it shows the higher price on the next screen.

It's on the same screen - you can't book the room without seeing the resort fee - it isn't possible.
The FTC warning has to do with not disclosing the fee - you can't book (at least the Hawaii hotels) without having the fee disclosed - on the same screen.
