Generally speaking, taxes and government-mandated fees are not required to be disclosed in advance and as part of a total tab in consumer transactions other than by DOT with respect to commercial air.
The FTC generally acts through warning letters although it could theoretically bring a lawsuit. The reason is that lare industries tend not to flaunt the law so they treat the letters as though they are the law, unless they are actually going to fight them.
Note that this won't save consumers money, it will just make price comparisons easier. If you are looking at listings and sort by room price, the property which charges a mandatory resort fee won't get a better placement than the property which has no fee, but charges a higher rate.
But, don't be surprised if desireable properties start doing the nickel & dime thing. The FTC warning letters are about mandatory fees. But, there are tons of optional items which can be sold and packages put together which will drive people off the deep end just as well.
