There is a box under some seats in WTP that restricts stretching. I think it houses the inseat power but I could be wrong. It occupies about half the width so you can still stick a foot or two past it, but it is a bit of a pain.

Not sure which seats have it. IIRC in the window/aisle pairs the window legroom is unrestricted and the aisle seat has the box.
