2- Upgrade from cheapest available Towers room to Harbor view Towers room. Access to top-floor lounge with wonderful views, spectacular breakfast, and mediocre cocktail hour.
3- Upgrade from cheapest available Towers room to a Towers suite with view only to apartments across the street (mainly their laundry) and access to the same top-floor lounge as in 2. The suite had completely separate sitting and bed rooms, was at least the size of two rooms (not one room split in two), and had a large bathroom.

It seems to me that you can nearly always count on a Platinum upgrade of some description, but never to a harbor view suite. And if you book in the main hotel you will NOT get access to the Towers lounge.
I would agree here (albeit I have never booked a non-towers room) but the OP suggested they had a "huge suite" which I am not sure exist at this property unless there are 1 or 2 speciality suites.

Also the breakfast on the 18th floor is OK even relatively nice (I like the cook to order options for hot breakfast) but spectacular it is not.
