I am not sure what PayPal's actual problem with this scenario is, but my guess is that it looks like money laundering or possibly terrorist financing.
And Paypal is sort of infamous for freezing accounts and hanging onto your money for a while if they think you are not using your account correctly. Of course the folks who get frozen might be doing who knows what, but still, the potential freezing of funds is what keeps me away from utilizing Paypal like this.
