That will change as of Jan. 7, 2013. The reciprocity fee will apply no matter how you enter Argentina. No sneaking in by flying to Mendoza. On top of that, a system will be in place to require you to pay online in advance of travel.

A very long FT thread about this is going in the Argentina forum in Destinations. The official notice here in Spanish:

Tasa de reciprocidad aplicable en todo el país (Reciprocity fee applies throughout the country)

It is not a visa though, and my advice still applies to the OP to not throw incorrect terms around if he's going to make a case of this.
