The majority of hills are north of the airport so on an approach to westerly runway are on right. We always approach from north or northeast so even approaching 09 the right hand side will see the hills for most of the approach.
The valley isn't that scenic, what's outside is amazing.
But there are hills on the South side of Phoenix as well. Granted, there's more on the North side of Phoenix. Plus, if you're landing to the East the people on the left will be able to see the northern hills anyways when approach turns you around from the North/Northeast.
