Hi, I'm confused about refundable tickets in Y. I'd like to book a fully refundable one way international fare in Y. AA.com offers Economy Super Saver and Economy Flexible.

When I check the "Baggage and Optional Service Charges" I find the following under "Voluntary Changes":
"$150-$750 for international ticket
Charges apply when making a change to any ticket before the day of travel. Amount varies depending upon the type of ticket purchased."

Does that mean that there would be at least a $150 charge for a Voluntary Change even when I book the more expensive Economy Flexible?

I was not able to find the ticket rule details before actually booking the ticket.
