The list of different Avios/miles amounts and different cash amounts is a separate concept from Reward Flight Saver.
The adult price for a shorthaul flight like EDI-LHR is 4,500 Avios/miles + taxes, fees and charges. Infants not occupying a seat pay 10%. So the basic number of Avios you need is 4,500 + 4,500 + 450 = 9,450.
However, you are often offered the opportunity to reduce the number of Avios you spend by paying an additional cash element. That's the list that you see.
Reward Flight Saver is to do with the taxes, fees and charges. Normally, this amounts to about £40 per adult on EDI-LHR. If you qualify to redeem using RFS, BA pays the taxes, fees and charge; you only pay BA a fixed amount - for EDI-LHR it's £15 per adult, £5 per infant, total £35.
