No - when someone cancels a low award booking the award does not go back to Low level available seats, in fact, there may never be an increase in availability of any level award seats.
Delta does open some low award availability when they firmly believe they won't sell those seats, usually at T-30 days and I have seen and booked/ traveled on low level coach seats even on Day of Travel.
This is mostly international routes.
Domestically, have never seen low level award seats being available at the last minute, in my experience.
