The premium economy seats will provide an alternative for passengers who want more legroom than is offered in economy seating at a price that is lower than business class.
You neglected what might be the most important part for many travellers:

With the addition of PE, you can only achieve higher density by some combination of reducing the number of J seats and/or the introduction of 3-4-3 and/or less seat pitch. All would be a downgrade for most travellers.
