Yes, I guess you could say it is random. Some Hyatts, and some Hiltons in Asia, as well as many Asian chains (not sure about other Western chains), have different rates for 1 or 2 persons per room, while others in the same chain in the same country do not.
Many single travellers prefer to look at it as a discount for single ooccupancy rather than as a surcharge for double occupancy.
