I doubt my eyes would look like saucers but I have boarded planes in a pretty bad state from being awake for 36+ hours in a stretch (working, not drinking!) frequently enough and I may well have appeared drunk. Thankfully no-one had ever seemed to feel that I was "drunk" enough to contemplate offloading or even questioning me as to my sobriety.

Some people are just plain knackered from sleep deprivation, although your guy in question may have been on something based on the 'eyes like saucers'.
