My experience is that BA are quite strict on this. I am teetotal, but swallowed at least half a packet of Marks and Spencers Wine Gums during a long delay. My breath must have been not too sweet since I was asked at the gate as to how much I had been drinking.
I would say the opposite. I've seen too many people who would be considered way too drunk to board other airlines' flights allowed to board BA flights and continue to be served alcohol.

What should have been a delightful flight in F with just 5 other passengers was marred by Mr 5E who was loud and obnoxious. Cabin crew continued to serve him, and then he put one of the bathrooms out of service for the rest of the flight by spraying puke all over it.

But I am also astonished by the fascination in the UK with drinking oneself to oblivion, and why drinking until one pukes and collapses on the sidewalk is considered a good night out.
