Tokyo is the Political, Financial and Cultural capital of the country. To have it in another city is fine, but if so, as no other city so well typifies Japan, having it another city would misprepresent what it is if the name were left at "JaapanDO", and we would need to rename the Do to XXXXDo where XXXX is the name of the selected city.
