You can only use a locking bag or bag locks that have the TSA logo on them, TSA has master keys. If that is not the case with your bag and they decide to break into it, it is your tough luck unfortunately.
I am going to make sure I leave that bag open. But, hypothetically, if they were to break open one's bag, what then? How do they transport the items to the end destination?

The TSA will x-ray your checked bags so they will see electronics or jewelry, and they can open (or destroy) your locks. All the electronics and jewelry will have to go into your carry-on. The only limits are the limits on the number of carry-on bags, and the weight and size of those bags.

I've decided to transfer everything even remotely valuable to my carry-on bag.
I am allowed one carry-on + 1 personal item bag (like a laptop bag).
Things like a camera bag do NOT count towards the 1 personal item limit...so that's a good thing.
